They're scared as fuck and more proactive with dumping things that don't do gangbusters right away because as we all know they've lost Nart, Bleach, Gintama's going soon, and more besides. They need new blood.
Toriko didn't blossom under that big push they gave it a few years ago and you also need time to let a series grow into popularity. They're pruning buds from the tree in order to try and get some that will make good fruit. A series needs at least 60-80 chapters if you want to start an anime.
They seem to be pushing black clover already, considering it's getting an ova or something. They've learned from the toriko mistakes. Remember how they were trying to get it to be in the big three with shit like DBZ and OP with those specials? Everyone was confused.

High profile studio, very nice tv animation, merch out the ass for every one of it's side characters, a rarity with such a huge cast. Good production. Sports anime is always rather big and this is no exception.
Jump loves sports manga because the have such a wide hit range for the audience. And this one is kind of special because it keeps the power creep and fucking literal super powers of most sports anime to a minimum. Helps that the author likes volleyball, much like yowamushi's loves to bike for real.
Sports anime pulls down casual watchers, older 20 somethings, the ever present fujo dollar in spades, and the ideal market of the tweens and teens. It's a tank they really really needed in this rough time.

If you're selling as well as Haikyuu then rankings don't matter. Bleach at its peak was never ranked first but it sold a million per volume until volume 47 which was around the time the anime was canned and the rankings began dropping. Kuroko's Baske was also a consistent top ranker like AssClass and MHA but it sold more than both.
