The biggest problem with Tomo is that she's never funny. The "jokes" involving her are all lame at best and infuriating at worst. If you remove Tomo entirely you get an overall funnier show with few to no downsides.

Kagura is sometimes insensitive without meaning to be but is never an insufferable cunt to anyone so you get why they hang out with her.

Tomo gets too much screentime. Her bullshit gets old very fast.

Tomo cares about her friends in her weird way. She wants Yomi to grow a spine and Chiyo to be more assertive, also pushes Kagura to socialize quicker and gave the normally distant Osaka the nickname everybody knows her for and thus remember her.

She wants everyone to play with her but she's too impulsive and childish often coming out as insensitive. She gets scared or cries when the joke gets out of control and someone gets truly hurt (or about to get like Chiyo in Okinawa). And wants to feel important daydreaming with doing all sorts of cool stuff.

She behaves like a 12 year old and probably needs to mature more but she isn't a bad person.
