this program if not mistaken takes a few different forms, it can be a voucher for low grade firewood or coal, a partial payment on a months electric or gas bill, a voucher for x gallons of kerosene or sometimes a partial refund on the electric or gas bill.

While helpful to be sure, no one is going to die w/o it...not most people, only the dumbest or most helpless or elderly in only the harshest of weather and even then MAYBE...usually in rural areas when the cold is that bad the NG brings these people blankets/MREs does basic medic welfare check or hand out loaner chemical heaters or what have you.
