Absolutely not, first of, Steam doesn't have any of your personal information on file, maybe you've sold >100 items on the marketplace and filed your tax info or maybe you've used a credit card, but in those cases the subponea request from Digital Homicide leads to another subponea request from Valve to the tax bureau and the ones who issued your credit card respectively, just because Steam may have your personal information on file that doesn't mean they can rightfully give it away, if any part refuses the subponea request, the case falls flat on its ass.

Then there's the case where the Steam user in question isn't an US resident, so you're sending a subponea request for personal information that can't be legally released unless the country in question has extradited you (which they won't), so you're essentially sending a request you don't even know the legal status of yet because you don't have the personal information to ascertain that they're US residents.

And lastly, how are they going to prove their damages? In something like a DDoS attack, that's easy, any company should be able to produce documentation of lost revenue for the x amount of time they went down, how is he going to tie anon512 saying bad things about your game to lost sales? What documentation could he possibly procure to prove it? Absolutely nothing.
