It was so fucking rushed and they were so far behind schedule with its development in the single year they had to work on it that the cinematics team DIDN'T KNOW WHAT THE EXPANSION WAS EVEN ABOUT BECAUSE NOTHING HAD BEEN MADE YET.

Planned features were continuously scaled back each time the developers were asked about it. First, Karabor and that ogre castle were going to be the cities. Then, they became important quest areas that "players would not just visit once and then never again." Ultimately they both ended up as short lived questing areas where exactly that happened.
An entire zone was scrapped.
Another zone was unfinished for over a year after release until it was finally repurposed into a daily zone.
The centerpiece of the expansion, the Garrison, was to be a highly customizable base of operations that you could place in any zone you wanted. Blizzard's way of caving to player housing. Ultimately it became a daily quest-style area that was only available in one zone.
New models were not finished by launch, with Blood Elves pushed back to 6.1 and Cata models written off as "no plans."

It has the least content of any version of the game. It is the ONLY era of the game to have less than three raid tiers.

It's actually kind of funny because the customization of Garrisons is the only thing they actually removed. It's still a mobile game, it just has none of the features that make a mobile game feel like it's worth playing.
If you want to see a garrison system done right look at what FFXIV is doing with the upcoming patch. It's letting you recruit random people, you get randomly generated people to show up through out the week, the more things in the challenge log you do the more people will show up, you can only have 4 in your party though though, you have to dismiss one person if you want to hire another, so it's all about getting the right sub stats mixed with the cosmetics you want. Cosmetics do matter because you can equip each of your followers with real gear and even take them out into the world with you as companions and do dungeons with them to speed up thier leveling.
