It's a new law in 2015 "notice for notice" I didn't know about because I've been out of gaming. They just forward warnings from copyright companies to deter pirating.

I got the anthology for 20 bucks a while back, which includes Skyrim+DLC in addition to two better and two worse TES games. Its price fluctuates a lot but keep an eye on it and see if you can get it cheap from a key reseller or something.
Also one of the better and one of the worse games were released for free, so consider that when deciding what the value is.

Get the DLC, it's honestly the best part of the game. But the game still sucks, it's okay with mods to improve the combat and add hardcore survival and shit for food.

Well if you own Skyrim and all DLCs you get the enhanced edition (Skyrim with an improved engine) for free on Steam when it releases later this year. So try to look for whatever is cheapest: game and DLC separately or the legendary edition which includes both.
