It only attacks with Bubblebeam and Tackle to my recollection. Either use Bulbasaur, who will definitely take it at that level range, or catch an Oddish or two. Or use Potions and X items if you're desperate. Pikachu is definitely too frail though, I usually dump it around this point in the game if I'm using one

Nuzlocke runs, for example, on the first playthrough could be challenging, and one could certainly do such a run while boxing their starter. I'm aware Pokémon has never been all that hard and it's only getting easier, but that doesn't mean you can't play in such a way that adds difficulty
