No they are not.
The one that might have been was Blackbeard and they nerfed him like everyone asked just earlier this last week.
Frosts shotty also got nerfed on 3 different ocassions.
None of the others can be considered OP or ever were really.

The way the character moves and shit is nice, and WD had good gunplay for an open world game already, but the story, characters, and everything looks so fucking unplayable

Smoke still has the SMG-11, 3 smoke nades which are nothing to muck about with, barbed wire to trap people before you muck about with them, and a decent pump action shotgun. He's still very good.
