I'm pretty sure it is, you have Windows 10 a Microsoft OS, you went to the Windows Store (a Microsoft store), you bought a Windows game which means you also bought an Xbox game all owned by MS, you went through UWP (also owned by MS), you have to go through Xbox Live to play the games (MS), and you need to go to the Xbox app to play these games (MS again). So in other words since you can't play these games anywhere else, they're exclusives.
