If I remember correctly the reason for this is because when they were still working on the character it was originally planned for Lucio to be Canadian in origin (this would also tie in with the Ice Hockey skins and Volskaya dialogue).

They changed his background story at some point mid-way through his development, and as a result never got around to recording voice lines in Portuguese.

On top of that Black Canadians for them to focus on one group would be difficult because it consists of 3 groups (Carrb Canadians, African Canadians and North American Blacks) with very different histories and then the subgroups within them. That's because the syllable "-ben" is sometimes pronounced simply as "-bm" for convenience when it's at the end of a word. Mercy does exactly that.
