While matching up with the idea of Death with his dress and mannerisms, he also ties back into Red Dead Redemption's overall theme. A dapper man who knows all about Marston; all he requires from him is simple moral tasks to improve the West. He's a lot like the idealized version of the ivory tower, backstabbing feds that push Marston around through blackmail to kill off those rough and tumble bandits that are organizing the backwards savages of the land. He's Death in the West and they're the Death of the West. It's like pottery.
