the clean looking ones were probably done digital, the sketchy looking ones might have been done with a fine point pen on a sketchbook and scanned later and were a select few from many such sketches as the artist did different expressions for the character

They're literally taking advantage of the fact that Konami had the perfect amount of hype with P.T. and then cancelled Silent Hills. Not saying 7 is a direct rip off, but the demo seems to take advantage of P.T.'s first person view for a horror game.
