For consoles, go for the PS3. It's still getting the occasional game, online is free, and you can play with players on PS4 with many of its games.

It can, but it's spotty to the point of it being not really recommended. Some games work fine, others don't. You could if you wanted to but it's one of those "well this game may work or it may be unplayable halfway through" things

Buy a shitty pre built PC from 2010 buy a 50 dollar graphics card from 2012 or so and buy a month of internet and torrent the fuck out of games until your computer is full. Grab every emulator and as many of the good games as you can fit. Maybe buy a cheap xbox 360 controller and blue tooth adapator.
You'll spend about 200+ bucks but get the most bang for your buck. This is the objectively best choice.

No experience on PS3 but PS2 was pretty straightforward, although I had to unscrew the cover of my slim model and rip, edit and burn a disc.
Nothing really difficult, just needed to follow a guide. There was no danger of breaking the console either.
