His plan was to prove that Nuclear Deterrence doesn't work by simulating firing a nuke at the US and exposing how the Joint Chiefs of Staff wouldn't pull the trigger in response. He'd then demonstrate how his autonomous quadrupedal nuclear-missile-equipped weapon system "Peace Walker" would correctly fire a nuke in retaliation to a strike, thus proving that Nuclear Deterrence CAN work IF you use a robot to do the dirty work.

Unfortunately, Coldman was wrong. When faced with the threat of an incoming nuclear missile, the Joint Chiefs of Staff DID pull the trigger, and shit was totally fucked up, until Big Boss stopped Peace Walker's nuclear launch (and thus the retaliatory strike from the US).
