Case Zero and West are part of the canon storyline of 2 anyway.

If you already have OTR it's pretty much obsolete, since it also comes with extra features and areas.
This way we can also pretend Dead Rising ended with 2 after Frank West saved the day again (with the help of Chuck if you play coop).

He doesn't make an appearance due to cutting all ties to the other characters. If he had appeared in the game, Frank would be 51 years old.
