Traditionally it stops players from server hopping constantly to take advantage of prices and other things. Also makes it so that players care about their reputation on a server and don't just fuck with people on a server just to fly away to another one.

It's not particularly good excuses, but one game I don't remember had free transfers and it caused alot of shit. That being said, FFXIV's server transfer is a bit overpriced considering its usually ~10 dollars in general.
