I was idort last gen but this gen I'm PC+WiiU only fag so far. Everything I want to play is coming to PC now so I can't think of good reasons to buy consoles.

I like my Vita more than my 3DS. The Vita has a lot of great JRPGs, and really good rhythm games which I play a lot, while the 3DS has basically the usual Mario, Zelda, Pokemon and Monster Hunter.

Vita has shitload of weeb games, and delicious Vanilaware games look completely awesome on OLED.
3DS has Monster Hunter, Bravely default, Xenoblade chronicles and shitload of other classic Nintendo stuff.
Both pretty ok. Look through the game lists to see which stuff would interest you more.

Not really, both and especially the vita has been lacking jrpgs this gen. 3DS has been much better for jrpgs although DS + PSP especially is where the portable jrpgs are at, however, with Exist Archive and World Of Final Fantasy, Caligula and Ys 8 on the horizon for Vita, the tide is slowly turning.

My problem is I don't really want to play RPGs on handheld. Handheld to me is a console where "short burst" type games are fun. Rhythm games are good as are platformers, action games and such where you can finish a few levels/sections in before setting down the system. Games with a lot of dialogue/cutscenes/menu navigation and that just generally progress really slowly feel like they take an eternity on a handheld because I don't want to play that long in one sitting; I'd rather relax in a couch looking at the big screen for anything that requires a lot of management/time.

Half Minute Hero is the best RPG and among the best games in general to play on a handheld imo. It's so good, like 5 seconds to fucking go from booting the game to actually playing and levels are very short bursts.

If you don't feel like playing RPGs and hunting games Vita becomes kind of a ghost town. I own one and struggle to think of what to play on it compared to the 3DS.

While that's true, I still prefer my Vita to play short burst stuff. There are a lot of good puzzle and rhythm games, like the Miku games, OlliOlli and Lumines, as well as lots of shmups, like Resogun, Geometry Wars and PixelJunk. The 3DS does have a lot more variety on that area though.

Shit PC = Free games like Paladins or TF2 that can run even on bad PCs (at the lowest settings).
