At the very least plugins will need to be rebuilt for the game, and obviously SKSE stuff won't work on launch.

Morrowind's an excellent and masterful RPG for the grown-ups. Oblivion is patronized by hairless teenagers. Skyrim's for derped-up, pent-up tykes that wear their swollen caps on backwards and gesticulate like niminy-piminy gangster wannabes who think they're tough because they fight dragons with their voice like a fantasized onstage MC battle on snow-capped mountains. Skyrim holds your hand and spoon-feeds you easy-to-do directives and treats you like its mud-laden, smelly Stepchild with a lampshade for a head. Skyrim sucks huge, grotesque and gluey ballbags. Mods can only take you so far when the base game was so bad.

Skills dumbed down so even a retard that has never played a rpg can just walk around and smack shit without any build plan or idea of what a character sheet is.

Magic gimmped to 6 damage spells and no useful other utilities spells.

All the "hand crafted dungeons" are copy paste: kill Draugr get the thing then click a button that shows a shortcut the the beginning of the dungeon.

The Great War feels like two people fighting over who gets the last slice of pizza.

So riddled with bugs I don't believe that anyone even played more then 5 hours of the game.

That is actually pretty smart. Reusing models like this saves time and makes the game slightly easier on computers since there's less shit to load.

Mods can take you anywhere you want. The base game is nearly nonexistant once some people are done modding it.

All TES games are and will continue to be subpar garbage without the mods.
