The guy who created the Spyro OSTs was Stewart Copeland, and I've seen dev vids of him going through the process of how he made the music in the games. He almost exclusively used soundfonts found on electric keyboards, so it's probably a stock sound from something like that.
First thing I thought of when I listened to the Arc The Lad one. I mean it's the same fucking sound. Must be some weird sound effect that Sony has buried in some sound archive.

It's actually pretty sad when you think about it. That scream was an inside joke between filmmakers for years and then it fell out of fashion and is now being used by hacks who couldn't break into Hollywood.
