ICANN only has "authority" over a subset of top-level domains (ignoring the second-level of .INT because it's a special odd case), specifically generic TLDs like .COM, .SUCKS, .XXX, etc., which are allocated under community defined policies to registries who enter into contracts, which are also defined by the community, with ICANN. ICANN has essentially no authority and does not govern country code TLDs (e.g., .US, .JP, .CN), IP addresses (which are "governed" by the Regional Internet Registries), nor protocol parameters (which are "governed" by the IETF). ICANN also accredits DNS registrars, again under community defined policies, but there are thousands of registrars and if you don't like the terms of service of the registrar you're using, find another whose terms you like better. It's called "competition" and in a normal world, its what Republicans like Cruz and Trump purportedly support as opposed to government involvement.
The expiration of the IANA Functions contract with the U.S. Dept. of Commerce, NTIA will remove the last vestigial artifact of a historical relationship that simply does not matter anymore. The Internet is vastly different than it was in 1998. That contract has no relationship with "saving the Internet." There is no "giveaway" to the UN (in fact, NTIA made it an explicit requirement that they would not be replaced by another government or inter-governmental organization). This hysteria driven by folks who simply do not understand what ICANN does or how the Internet works would be amusing if it wasn't so depressing.
