In Brotherhood he reads a political report written in English, but his own personal comments written on the margins are in Japanese.

There was some preproduction stuff on the Kingsglaive bluray, one of the showed Ravus already having his purple mecharm in the scene where he confronts Luna before she leaves. I think they were just using that as placeholder before they made his actual model for the movie.
