It is not really meant to be true open world, the city is just a background to tell a story, if I remember correctly there are no side missions nor side shit to do, but the world is more detailed than any GTA, the game even has real traffic system and lot of neat little details concerning cars, blood, weather and so on. That was because back when games were good, they were made by people who were pretty much geeks.
Unfortunately, when games started getting bigger, they also started to require more money to be made.
Enter the suits and business types who want to make a profit as much as possible.
They then start to hire more people; non-nerdy people like writers, artists, management types, etc.
I'm not sure where the SJWs infiltrated from, but it must have been due to the lowered barrier to entry and the fact that liberalism is more socially acceptable as the norm.

Ever seen American Gangster and Dead Presidents? It looks like a cross between those two movies and that's awesome because they are both great movies. It's not THAT detailed... It's actually pretty bland. NPC's don't do anything dynamic or interesting, just walk around. The city just looks really good, they did a great job with the buildings and roads.

But GTA IV had a more "detailed" city.

Since the devs are all about "equality," I can pretty much guarantee that the PC version will be garbage on par with consoles.

I really like the character being black, I haven't played the other mafia games, but I can clearly see that they're trying something different with the story.
