It is already being used for physics simulation in many games, but thats just the beginning.
Dreams by media molecule has done magic with GPGPU compute so far.

My point is that the CPU isn't a big bottleneck for consoles because they don't have a heavy OS overhead and also because CPU in general doesn't mean much for graphics performance regardless.

What about ram? It's still limited to 8 so about 2 for OS and the rest is vram and ram which is pretty bad and you can already see the drawback in LOD and texture quality. All the terafloppers in the world won't change that

It depends on the game and the dev. If it's locked at 30fps then you're screwed the game will just be more stable. You might see a more solid 30fps on games that run like trash on console like TW3 and FO4. Games with dynamic resolution (DOOM) or unlocked framerate (Hitman) will be improved.
