Liu Bei now and forever

Because she's one of the very few Shu characters that doesn't run around screaming "MUH BENEVOLENCE, MUH JUSTICE, SAVE MUH HAN" every third word. She's calm, collected, does her job, and leaves it at that. She's also cold as ice to the rest of the Shu cast, and it's always great to see them squirm around her after they spent the last three cut scenes in glorified group hugs.

Just the lack of obnoxious, hypocritical preaching alone is enough to make her more respectable than the vast majority of Shu, but then she builds on that with other qualities that make her vastly superior as a character to the rest of Shu.
