Mafia one and two were about the Italian mafia, both games were pretty much the same story wise. They also wanted to make the city the main focus, because mafia 2 did a shit job with the city.
Also, the gameplay is better[in my opinion] than two, because in mafia 2, the story did most of the leg work and cut out alot of what would have been fun gameplay.
