If it's true it's true, of course the game is not out so I can only speculate based off footage of the game, but I don't think I'm stepping too far by saying that even a mediocre letdown like Watch dogs 1 will have made better use of an open world than Mafia III.

This one is by far the best on the list, and even then, it suffers from two things, the fact that Velen is mostly focused on the swamps and Novigrad itself, and that Skellige simply has not much presence.
Basically, there's huge chunks of map that are just not used, and practically all of the north parts of Velen are only used in Hearts of Stone.
Toussaint was better designed than the other two maps in my opinion.

Of course, the fact that most of the game happens in the city, which is 1/4th of the map.
There's tons and tons of interesting places that are simply not used, Fort Zancudo for example, there's not a single mission that takes place there.
Other is Mount Chilliad, I don't think there's a single mission that requieres you to go up there.
The northern parts are only used 2 times during the story, during Trevor's introduction, and when they hide from Madrazo.
Most of the map is just underused, and the fact that it's a gigantic, circle road around the entire map around it makes it feel very small since you can just cross it as fast as you can.

The singleplayer, and thus, the open world, suffered a lot from GTA Online.

It's impressive that Mafia still looks ok today.
