One of the problems is the use of multiple words without using any modifiers like + or - or enclosing things in quotes, results are getting weighed based on the individual terms which means that things like number of uses of each term, other people searching same/similar terms and the results they pick are affecting the order of results.
If you add a simple -african to the search terms it cuts out a lot of the blacks.

DDG's regular (URL-based) search does not

But DDG does not have an image search, they use google for that

It could also just be that as these political debates unfold, both sides point to the growing acceptance of black people (for different reasons). Google picks up on this and the algorithm ends up with results like this. Racists talking about the downfall of whitey or whatever and attaching it to these pictures contributes to those ratings just as much as whatever sjw nonsense you want to strawman.
