The cops won't announce their presence with sirens before a house call. They'll just quietly show up at your door with a warrant.
In the event of an actual raid they will suddenly break your door down when they think you're in bed or they hear the shower, in order to minimize any resistance on your part.

From a purely technical perspective, it does seem silly.
But from a higher level one, it makes sense. When you watch an official music video on YouTube, you're doing so under the record label's control. They can set what kinds of ads you'll see, and pull the video if they think it's no longer profitable, and so on.
As an implementation detail of the above, some data is temporarily placed on your system. When you use technical trickery to retain that file forever and remove control from the copyright holder, you've broken the agreement. The deal was that you could listen to it if it was on YouTube, not that you could keep the MP3.
They do offer MP3s, you just have to buy them.
