Why isnt there still an OS that universally run applications from any OS, architecture or language?
Is it possible that will ever be one?

No, because of hardware constraints.
Some OS' are literally designed for a specific hardware. Otherwise, if you get anything officially released by Apple (hardware) or capable of Hackintosh, you can simply run multiple OS' on your system and pick/choose whichever you need at the time.

The operating system controls the hardware. If you want to interact with the hardware you have to interact with the operating system.
And you interact with different operating systems using different methods.
