You don't have to use it on most newbie distros. I've used it literally once and that was to make an md5 checksum.
But it's still great to have the option to alter certain things inside the terminal instead of bloating the UI with checkboxes.

I like mouse acceleration.
Accuracy is very important to me, but not if I'm moving the mouse halfway across the screen quickly. Accuracy only matters to me when I'm clicking something small, so I move the mouse slowly when I get close to it.
I turn the actual speed quite low, for accuracy of small movements, and the acceleration high to keep my range of motion to a minimum when moving across large patches of screen.
When I want to quickly move the mouse a great distance across the screen, I can do it with a small very quick flick of the wrist. When I need to be accurate, I move the mouse slowly and I get accurate control.
