Yes. If the MD5 matches you won't be able to upload the image because it exists elsewhere. The problem here is that MD5 is calculated at the server so the image has to be uploaded anyway.

Most of the cost of Cred Forums is going to be in bandwidth/DDoS protection. The cost of a CloudFlare Enterprise account starts at $5,000/month and probably costs way more for a site the size of Cred Forums.

The actual cost of hosting the content and adding/processing posts will be relatively cheap compared to that, so suggestions like:

reducing file sizes
limiting file types
changing post timers
restricting posts to desktop users only

None of these will have significant impacts on monthly cost. The most important thing is to get the costs of bandwidth down as low as possible

I don't have a problem with the concept of paying to post, but $10-15 is way too steep a price point. It would be interesting to see if there could be "plans" developed, like:

First 20 posts/month free
Next 100 posts/month cost $5

I don't know how much revenue this would generate, but it would still allow those who post infrequently to do so and actually encourage people to make the most out of their posts instead of just shitposting/spamming. Only a tiny fraction of the userbase will post webps. Most people will post their large images as that's what they have and those are the most commonly used filetypes offsite. Most content posted is reposted and most content created through Photoshop/SAI/GIMP/etc are saved as .png or .jpg because, you guessed it, those are the most widely supported filetypes. Look at /gif/ for an example. Compare an average .gif and an average .webm. They will be the same file size, but the .gif will be a 256x256 3-second loop while the .webm will be a 720p 1-minute clip.

If you want to reduce file sizes, reduce the file size cap. (If you then want to improve quality, use a more efficient format)

Server-side conversion can be done if there's resources left to do the encoding. And considering that Cred Forums is a pretty straight-forward site it should have some power left to do it.
Client-side conversion would be easier for the server since most of the hard work would be done on the users machine, the downside is that you would rely on the fantastic powers of javascript to do the encoding before uploading. While for encoding simple images would be reasonably quick, doing videos will be a nightmare like which we haven't seen before.

you can't know if the cost to compress images would be beneficial. They could probably save 5-20% bandwidth per image/video, but that would only benefit "popular" images. Those which aren't downloaded by lots of users are just wasting resources on being converted and compressed.
