We all have to get a driving license to be allowed to drive a car.

The concept should be the same. Everyone need to get a "computer license" to be allowed onto the internet.

Also you need to retake this exam every 3 years.

How is this surprising? It isn't 2005 anymore, your PC isn't ridden with viruses after opening a wrong website and downloading stuff from weird sources is a thing from the past as well. It also seems like Windows has gotten much better secured, no need for virus scanners etc.

Nowadays most Dutch people do all their stuff on iPads, iPhones and maybe work related things on their company laptop.
On top of that: most ransomware targets companies rather than individuals.
