Anime is perfect for autists. Simple plots where a lone wolf doesn't falter from what he set out to do, there is no expectation to read emotions and subtle social cues, girls fall in love at first sight with the strong silent type and autists can't appreciate why chopping someone in half with a sword and saying "nuthin personal kiddo" is so funny.
If Finland had something that checked all those boxes, there probably would be finnaboos.

Japanese culture is the most equatable to American and UK culture outside of North American and Europe. For one, following the war the United States had a large involvement in the re-development of Japan to ensure they wouldn't pull that nazi shit again. As such there are a number of policies and cultural influences from the USA still existing in Japan today (take the censorship in pornography, Christianity, the popularity of baseball, Capitalism).
Japan is also an economically prosperous, largely independent, former empire despite being a small island off the coast of its main continent land-mass (specifically referring to why people in the UK might identify with Japanese culture).
Due to their strong economy and rich history Japan are also the first to adapt new mediums, being among the first adopters of cinema, animation, video games and no doubt many more. Besides the obvious fact that it's "weird" or "quirky", Japanese culture and media is just very prevalent and difficult to avoid, Cartoon Network used to air dubbed anime among regular Western programming and the best selling video game consoles since 1984 have all been from Japan.

I don't get why people need to be fans of things. I like rugby, but I don't spend my time drawing pictures of Julian Savea and decorate my room with posters of Kieran Read and Beauden Barrett. I don't dream of one day moving to New Zealand to be among people who are just like me.
I can like something without it being the defining characteristic of my personality and I can accept that other people don't like it.

People who like anime tend to like the art and aspire to become an artist or are at least influenced to enjoy art. It makes sense that someone might want to draw an already drawn character. There's nothing about rugby or your love of Julian Savea that would influence you to create something or pursue art. A more equatable example would be if you go out and actually play rugby and aspire to be like Savea, which is very common and normal behaviour for a rugby fan.

My brother is 21 and still decorates his room with signed football kits. When we were kids we both used to rip out those posters from footy magazines and stick them to our walls. This is very common. Today I like movies and have a framed original promotional poster of The Shining signed by Kubrick. This is common behaviour of any fan of something.

Also if you're just referring to people who solely like anime, there is no mecca or sole contributor of rugby, there is a sole contributor of anime, Japan. Almost most of anime takes place in an idyllic slice of life setting that spends half its time glorifying Japanese culture and the daily lives of its inhabitants. It is understandable why fans of anime might be convinced to want to move to Nippon.
