That's odd. I've been told less and less Japanese college students are studying abroad. Maybe your college has an exchange programme with a Japanese college which imposes spending a semester abroad as one of graduation requirements.

I don't think it'd be a requirement, but there are certainly a lot here. Probably 1/4 or so of the 600 people living here are internationals, and I don't really have any idea how many specifically are Japanese but there are definitely a lot.

They are not very smart students anyway. Colleges in Australia are considered not good for studying and they are for summer vacation. All smart Japanese exchange students go to UK or USA.

No. If you're local the government pays for part of it, but internationals would have to pay full price. I don't know how much it costs relatively, but enough people come here so I don't think it's terribly expensive. There might also be scholarships though.

Australia is closer than America so that's probably part of the appeal. Also it might seem more exotic with the animals, beaches, etc, or even more foreign since American media is popular everywhere else. Don't know for sure though.

Exchange programmes are typically by agreement between universities. If the Japanese student spends a semester or two on exchange at an Australian university, they will pay fees to their Japanese university, not to the host institution - and this is reciprocated, so that an Australian student going on exchange to a Japanese university that has an agreement with his university will just pay Australian fees, not the Japanese fees. Of course it becomes messier if there's no agreement.

I'm not quite sure about the distance factor though. If I'm spending only a semester, extra 3-4 hours of flight doesn't affect my destination choice. Terrorist attacks and gun shootings in the States have been reported a lot recently. If I was a parent, I'd hesitate to send my kids to the US for studies.
