It is, but at the same time I think Saudi Arabia is loosening up a bit with its laws. Main reason why it is so strict is because of political feuds with Iran and stuff like that. Most of the laws don't even make any sense lol (such as women not being able to drive). But yeah, their new prince is making things a lot less strict. I think just this year he got rid of the religious police's power, so now they can only give advice and can no longer make arrests and beat people up, which I think is a big step in the right direction. Hopefully many more to come :)
