Soldiers make mistakes all the time. Militaries arent known for intelligence. Russia shot down a civiliner airliner in the 80s and the pilot even it was civilian but procedures. Russia/US/whoever bomb hospitals and blow up civilians that have no benefit and hurt their military campaigns it happens. Why did they make mistake? People make mistakes, especially enlisted troops. If they were smarter they would have a better job/role.
