How do I get into this genre. almost everything I've heard sounds like 90s alt rock with a bunch of reverb and noise thrown in. Is that basically all there is to it?

not really, but what you described that's like a bit portion of it
lots of people are more interested in sounding like a shoegaze band than being an interesting band, so they end up sounding like the most obvious influences (slowdive, mbv, ride) and they were all noisy 90s alt rock
