Pee on an appropriately sized plate, then put it in the freezer until it's frozen. When frozen remove the piss from the plate and take it to your neighbor's door. Slide the frozen piss disc under the door. If you feel really mean and don't mind taking a little extra time, piss in a bottle first and let it sit for a week, then pour that onto the plate to freeze instead of pissing directly onto the plate.

You need to frame him for something. Start small, like moving your hamplanets doormat in front of his door, rearrange plants/trashcans to look like he's taking them from the hamplanet. Does the hamplanet have a car or something to vandalize? Call the police one night and report a domestic disturbance, tell them you hear screaming and smell marijuana.
Set up a computer with some speakers against the wall (spaced as far apart as possible and a microphone taped to the wall in the middle where the most noise happens. Turn up the volume as loud as you can go without causing feedback after a loud noise goes through. A time delay or some enhancements on your "playback device" would be fun, but not required. This should irritate the fuck out of them but also unnerve them a bit too. Hearing your voice on tape.. but even worse because you're hearing yourself being an asshole. Should help correct some behavioral problems. If all else fails, call the cops on them.
