pretty simple really. the US ministry of defense dumps way more money into advanced military tech. its a market that pays and gives incentive to create new, ground breaking tech. most countries just dont care enough to spend such ridiculous amounts on military developments.

same goes for air-defense radar systems. nothing comes close to SA-22b nowadays.

Just when NATO started figuring stuff out with the S-300 (a 30 year old system) the Russians come out with the S-400. We're always decades behind when it comes to long range air defense that we will never fly an air battle over Russia.

that is not accurate. sure, those are scary as fuck, but theres ways to deal with them. figuring out=having effecting electronic warfare tools to deal with. you can cope with such systems even without that, say using cyber-warfare tools as one example. also, being able to recognize S-400 and being able to use counter-measures against it are two different things, one much easier than the other and still lets you do operations on enemy land.

Thats what happened to the USS donald Cook in the black sea, it was buzzed by a russian plane by something simmilar to a EMP, several minutes went by until they had control of the ship (i believe it was a destroyer)

This is true, but these radars do have Electronic Counter Counter Measures in the algorithms of their computers. There's no way for us to know how effective things like velocity gate pull offs (VGPO), sperating target generators, false target generators, chaff, etc. are effective at fooling the ECCM algorithms of the onboard Russian computers. Even if we fire off a HARM missile at an S-400, we do not know how fast the Russians can react and destroy that incoming missile, seeing as the Russians can engage well out to 200 km.....a much further range than that of a HARM. Until an F-35 flies against an S-400 for real, we won't know how effective our techniques will be.

Stealth is only effective against the shorter wavelength radars. Russia has advanced long wavelength radars to the point where they are now accurate enough to pick out targets and actually give firing solutions to their AA missiles. Onboard radars in the missile can do the rest at close range to the target.
Russia is well ahead of the game with their anti-aircraft missiles and radars.
