Go buy some pvc pipe look at your water meter outside and get one the same size also get some pumas stone and lead shot from the gun shop.
Line the pip with some stocking three or four layers.
Crush pumas stone and make a lasagna of pumas stone and lead shot a few inches deep in the pipe.
Very early one morning about three or four am go to his house and take the water meter apart.
Put your stocking filled with lead lasagna in there.
A few weeks will go by and he will have hevy metal poisoning.If he doesn't die a horrible death, this will start an investigation that will lead to him spending thousands of dollars on replacing the pipes in his house and trying to find the lead. The meter will be the last place he will look as they are usually the newest piece of equipment in the water system.
