1. Jon 'won' by luck, but now he owns the North so he has to be sorry

2. The North does care about honor still, and now he's been identified as a "fair weather friend" who can't stick by someone when the going gets tough

Bolton's gave him his shit back because otherwise no one would have supported them. The North lost the war, plain and simple, and those who were allowed to keep their shit were grateful for that much.
