If you win the first HOH and have a target on your back because of it then your initial 7% chance of winning should be lower than 7%. In reality your chance nearly triples to 19%.

The second HOH makes a lot of sense for winning as well because the first 1-3 HOHs are incredibly important for alliances. Everyone comes to you and tells you info and tries to ally with you when you have the early power and if you're good you can turn that into strong alliances that last the whole game which leads to wins.
