You don't become brown from living in the sun. You get a tan.

Aiel are descendants of white Jenn Aiel who went into exile into the desert.
They have light hair colours and typically very light coloured eyes.
Their hands and faces are quite tanned, but the rest of the body is quite covered from sun, and thus white.
