It's actually worlds that don't have warp drive, and there was no evidence Bajor had FTL until DS9: Explorers, and even then it was just an accident of space, they never actually invented a warp drive. Janeway is the most flawed, which would make her a more interesting character if the writing wasn't so inconsistent. I think Voyager gets a bad rap but it's pretty comfy and has some of my favorite episodes across the whole franchise.
