The idea was that it takes place in a future where there was mass Chinese immigration to the US west coast, thus the massive amount of Chinese in the city. The other ethnic groups were white and Hispanic; note how few blacks or other races you saw. As for the rain, that was because of all the pollution, which also explains why it was dark all the time.

The ending is fucking weaksauce though. Refn ran out of monies and based Mads get killed. Literally monty python and the holy grail ending, expect this isn't a parody. 3/10 shite arty house flick for gay men.
