Double clutch has two meanings

Old cars don't have synchros, so you have to engage the clutch twice to change from the first gear, into neutral, and then into the second gear. That's what your dad is referring to.

Yes, modern cars can do that. It's also how any sequential gear box (bikes, race cars) works.
You can still double-clutch (i.e. clutch in, neutral, clutch out, blip throttle, clutch in, gear, clutch out) in modern cars, it decreases wear on the synchros [citation needed] and makes for smoother downshifts.

With synchros you can even skip clutch out, revmatch, clutch in and just select the gear you want.
As long as the RPM in the lower gear don't exceed the max RPM, obviously, unless you hate valves.

There is absolutely NO point in double clutching when you're upshifting, and no point in blipping the throttle unless you're taking so long to shift into a higher gear that the revs are already below what you need.
