Pegg wanted to eliminate all reference to the previous movie, the only things that indicates it happened are changes to the Enterprise. The cast hated ID as much as anyone else - Urban didn't even want to come back, but Pegg's script convinced him to stay.

That said, the script was very full as it was, cramming in another character would probably be difficult.
