Harry Goaz (Andy) actually confirmed that he was lined up to return as Phillip Jeffries for Season 3, but he didn't make it to the start of shooting I guess.
Unless Lynch pulled some sneaky shit and got a couple of greenscreen shots of Bowie or some shit and is just going to insert them into scenes. Highly doubtful though.
