As for the Vlad there's nothing explicit said on him, but it's heavily implied that the catastrophy was the result of Kaczynski siding with Georgia in 2008, and it was a form of Russian retaliation

It's really not. I went with that attitude and was severely disappointed, the film falls completely flat in that regard. The more iconic quotes are already in the trailer 4u to spew them but otherwise there's really nothing redeeming there.
The last surreal scene is so cringe-inducing, that it's interesting, but not worth alone to watch that planewreck for two hours.
