It can take decades to finish balding, if they got transplant to fix a recession, those hairs wont fall out, but the hairs on the scalp that weren't transplanted will continue to fall out as they were always going to, so they need another transplant to fill that up.

That can't be correct. AFAIK that's just a sign of balding, strands of hair on your pillow are the first signs, and after that your hairline just steadily retreats. For some it'll be faster than for others obviously, but it can't be stopped once it starts, just slowed down.
